Free Passport and Driver License Renewal Online Until 28 February 2027

From 15 August 2026 to 28 February 2027, Vietnamese citizens with a level 2 VNeID electronic identity account pay no fee to get a passport, renew or replace a driver license, or renew or replace a chip ID card (căn cước), as long as they apply online and meet the VNeID integration conditions.

The waiver is set by Circular 117/2026/TT-BTC of the Ministry of Finance (issued 14 August 2026), which implements Government Resolution 66.22/2026/NQ-CP on developing digital citizens.

Which Fees Are Waived?

The three most common procedures, with standard fees from Appendix II of Resolution 66.22/2026/NQ-CP:

A first driver license, issued after passing the driving test, is not covered.

Eligibility Conditions

1. A Vietnamese citizen with a level 2 electronic identity account.
2. The five basic records integrated in the VNeID app: birth certificate; bank card, payment account or e-wallet; social security account; mobile phone number; electronic health book.
3. The record for the specific procedure also integrated: your driver license for a license renewal, or your passport information for a passport. A chip ID card needs only the five basic records.
4. The application filed through the online public service.

Under Article 5 of the Resolution, the level of incentive you qualify for is shown in the VNeID app, so check it there before you apply.

How to Apply

1. In the VNeID app, confirm your account is level 2 and integrate any missing records.
2. Check the incentive level shown in VNeID.
3. Apply on the National Public Service Portal (dichvucong.gov.vn), logging in with VNeID.
4. At the payment step, check the fee the system charges before you confirm.

The Fee Is Waived, the Photo Rules Are Not

Applying online means uploading your own portrait photo, the most common reason for a returned application. A passport needs a 4x6 white-background photo taken within the last 6 months, with both ears visible and no glasses. See the Vietnam passport photo guide and the driver license white-background rule. After 28 February 2027

Under Article 2 of Circular 117/2026/TT-BTC, from 1 March 2027 fees return to the rates in the original circulars.
