Driver License Photos Switch to White Background from 1 July 2026
From 1 July 2026, Circular 108/2026/TT-BCA, issued by Vietnam's Ministry of Public Security, takes effect and replaces Circular 12/2025/TT-BCA. The most visible change for citizens is the background color of the driver license photo: portrait photos submitted for issuing or renewing a driving license must now use a white background, instead of the light blue background required previously.

How to Prepare Your Photo Under the New Rule
Under Circular 108/2026/TT-BCA, when submitting an application to issue or renew a driving license, you may:
- Have your photo taken on the spot at the receiving office;
- Reuse the photo already stored in your citizen ID (căn cước) data;
- Submit one portrait photo with a white background, sized 3 x 4 cm, at the receiving office.
When applying online through the National Public Service Portal (dichvucong.gov.vn), you can use the photo from your citizen ID data or update your photo following the on-screen instructions.
Note
If you already have a blue-background driver license photo made under the old rule, prepare a new white-background photo for any application submitted from 1 July 2026 to avoid rejection.
